Requirements The Advanced Intelligence Solutions Operation (AISO) of SAIC
has an Op****tunity for a Chief Systems Engineer on our team engaged with
the United States Army Distributed Common Grounds Systems (DCGS-A) Family
of Programs in Linthi***, MD PROGRAM DESCRIPTION: This program is a
development and design effort to create a mobile version of an
Intelligence, Surveillance, and Reconnaissance (ISR) System and developing
a path for displacing a host of current Army programs of record. We are
currently integrating a flag****p service-oriented architecture built to
make intelligence systems and data from myriad sources, in many formats
more effective, adaptable, and accessible to warfighters in near
real-time, helping to increase mission effectiveness, add greater fidelity
to the intelligence preparation of the battlefield process, enable
effective battle command by reducing uncertainty, and to ultimately
protect the lives of our Warfighters. Depending on the format and urgency
of the data, and the tools available to ground forces, information can be
delivered via the Enterprise, Web browser, tactical voice and data
communications systems and individual soldier level handheld devices.
Information shared with ground forces is used to establish rapid
information superiority in combat situations, or to help inform deliberate
planning for missions that may occur within hours or days.
RESPONSIBILITIES: Developing Full System Life Cycle enterprise level
solutions for legacy and modernized systems within government
organizations. Direct the development of systems, data, and security
architectures for evolving networked automation providing intelligence,
surveillance, and reconnaissance capabilities to distributed users.
Developing and deploying of planning, tasking, processing, exploitation,
production, and dissemination technologies with an underlying Service
Oriented Architecture (SOA) to modernize existing systems. Systems
engineering life cycle and processes, technology evaluations, technology
risk *****sment, and security. Working closely with our development,
architecture and systems engineering teams as well as client subject
matter experts. Technical direction during requirements, design,
development, testing, and deployment. Tracking technical, schedule, and
cost performance of the effort. Providing alternative design solutions and
conducting trade studies to evaluate alternative technical solutions.
Ensuring requirements are satisfied by an integrated and testable
hardware/software solution. Leading and participating in formal and
informal reviews, including System Requirements Review, Design Reviews,
and Test Readiness Reviews. Supervises the preparation of sup****t
do***entation, leading to installable, repeatable, configurable
deliverables. REQUIREMENTS: An Active and current Top Secret SCI
clearance. Having previously been immersed in Enterprise integration, with
relevant experience in SOA and web services. Having previously been
immersed Large-scale system design and integration tasks, comprising
design and implementation of major systems, systems elements and related
sup****t systems. Effective manager and leader able to synchronize a
technical team, with strong verbal and written communication skills. The
candidate will be required to provide briefings and do***entation.
Applying Knowledge of standard development methodology (i.e. Spiral,
Waterfall, agile, etc.), and object-oriented architecture and development.
Formulating and developing a migration strategy for legacy systems in
heterogeneous transactional environments. We place a strong emphasis on
integrating multiple dynamic applications and databases.
EDUCATION: A Bachelor of Science degree in Computer Science, Engineering
or a related scientific or technical discipline (Relevant Experience will
be considered in lieu of degree) Priority will be awarded to candidates
possessing a Masters Degree.
DESIRED SKILLS: Experience with Service Oriented Architecture (SOA)
technology toolsets, including WebMethods, WebSphere, Oracle, LDAP, Dell
Blade Server Hardware, etc. Having previously used data and process
modeling tools, and relational databases such as Oracle is a plus.
