Ottawa - Government Junior Contracting Officer

Our government client is currently seeking a Junior Contracting Officer.
Candidates wi****ng to submit their resume must meet the stated maditory

 Crieria:

Candidates must be bilingual and hold a degree from a recognized
university
with specialization in accounting, finance, business administration,
commerce or economics.

Must possess basic knowledge of: a) roles and responsibilities of Public
Works and Government Services and Treasury Board; b) trade agreements
(AIT,
NAFTA, WTO/AIT) as they apply to government procurement; c) Treasury Board
Contracting Policy.

Customer oriented individual capable of working under pressure.

Minimum 3 months experience in data entry.

Individual must be meticulous as work involves quality control of various
do***ents requiring significant attention to details.

Desirable: experience using Adobe Writer, Wordpro and the MERX system.
Familiar with CIDA's mandate. 3-6 months experience as a junior
contracting
officer, preferably in the area of services contracts.

BACKGROUND

The Canadian International Development Agency (CIDA) centrally manages the
posting of various competitive requirements using MERX, the Government
Electronic Tendering System. The bid receiving unit is also centralized.
Furthermore, posting of information on aid projects via CIDA's internet
site
is centrally managed. While staffing action is undertaken for this
position,
tem****ary help services are required to maintain these key operational
functions.

MANDATE

1)

Manage the external website "Projects at the Planning Stage - The
Pipeline"
Publish descriptions of projects that are currently at the planning stage
on
the pipeline website.
Respond to requests to update project information and remove projects from
the pipeline website.
Perform quality control of do***ents to be published on the website and
ensure basic guidelines are followed.
Revise guidelines for publi****ng projects on the Pipeline in collaboration
with other stakeholders.
Respond to requests for information regarding the pipeline and provide
advice as required.
In collaboration with Communications Branch, modify the Pipeline website
design as required to conform with the CIDAWEB Redesign Project.
Follow-up with IMTB/Communication Branch regarding a service request for
SAP
integration.

2)

Manage the process for posting solicitation do***ents on MERX ( Government
Electronic Tendering Service (GETS))
Respond to requests to post solicitation do***ents on MERX by posting
Requests for Proposals (RFP), Advance Contract Award Notice (ACAN) ,
Notices
of Planned Procurement (NPP), and any applicable Addenda or Amendments on
MERX.
Perform quality control, ensure cor****ate templates are being used, and
ensure basic guidelines and policy requirements for posting tenders on
MERX
are met.
Communicate with and disseminate appropriate information to Contracting
Officers, Mailroom staff , pipeline coordinators, and other stakeholders.
Create Contract Award Notices on MERX for Request for Proposals (RFP)
solicitations that have closed.
Respond to requests for information related to MERX and provide advice as
required.

3)

Manage the Bid Receiving Unit
Coordinate the receipt and recording of bids submissions with the
Mailroom.
Ensure the safekeeping of bids and the integrity of the bid opening
process
by meeting with contracting officers to officially open bids, determining
if
bids meet the mandatory requirements, following formal filing procedures,
and maintaining accurate records.
If any of the Mandatory Requirements are not met, provide a recommendation
on whether to reject or accept proposal to CMD Policy and Legal Services,
and seek their approval/opinion. Draft any resulting rejection letters to
be
signed by Manager.
Respond to any requests for information regarding the Bid Receiving Unit
Procedures and provide advice as required.
Review and update Bid Receiving Unit Procedures as required.

4)

Information Management & maintenance of the KISS (Knowledge and
Information
System on Selections) database
Create Notice in KISS database for each solicitation process posted on
MERX
and update as required throughout the selection process including updating
the database at bid closing to include the list of suppliers who requested
RFP and list of suppliers who submitted a proposal.
Request contract award information from Contract Officers and update KISS
database once received.
Provide clients with re****ts generated from KISS and/or MERX as required.
Provide DG with biweekly Re****t on MERX (Mise à jour des activités sur
MERX).
In collaboration with Contracting Policy, inform contracting officers of
any
new information regarding MERX, the Pipeline, and/ the Bid Receiving Unit.
Participate, on an as and when required basis, to the the RFP working
group
- tasked to review the RFP template, general conditions CIDA 101 & 102,
and
related procedures.
In collaboration with the Cor****ate Contracting Information Management
team,
assist in the development of a workplan for integrating KISS data into
Agency Information System (SAP).
