Job Description: Analyze user needs to determine functional and
cross-functional requirements. Performs functional allocation to identify

Provides daily supervision and direction to sup****t staff.
Functional Responsibility: Participate and sup****t at the strategic level
of decision analysis to include proposing alternative solutions,
selection, recommendation, and implementation of decision analysis sup****t
tools. Perform planning, forecasting, resource allocation, performance
measurement, scheduling, and analysis of data. Integrate the selection of
analysis tools and the results into ongoing operations. Perform
statistical analyses, trade studies, and financial analyses.
Professional Experience in the application of theories and principles
related to operations research and decision analysis, current decision
analysis sup****t tools and able to prepare thorough and comprehensive
statistical analysis re****ts.
Position Summary: Serves as Deputy Chief, Financial Executive Community
Action Group (FE-CAG). FE-CAG centrally manages resource-related tasks
across the defense intelligence enterprise (DIA, Services & Combatant
Commands) to ensure unity of purpose and organizational standards. The CAG
provides context to taskers, conducts quality control of replies to ensure
appropriateness of response content and format, and maintains a knowledge
database of replies. Provides sup****t to the Deputy Chief Financial
Executive (DCFE) and Chief Financial Executive (CFE), through the CAG
Chief, by coordinating all fiscal issues related to executive and
legislative matters ? enhancing positive control of Defense Intelligence
resources. Has institutional knowledge of database/****tal functions.
Sup****ts the Chief, FE-CAG in all responsibilities and duties as required.
Exercises administrative and technical supervision over team of program
analysts and budget analysts and/or financial specialists; responsible for
planning, programming, and execution of the most im****tant and most complex
financial management programs; exercises broad responsibility and authority
for planning and managing the overall efficiency and effectiveness of CAG
operations. Provides briefings and status re****ts on program and planning
efforts and prepares/oversees the preparation of responses to
Congressional inquiries, reclamas, and impact statements. Frequently
interfaces with outside agencies/Intelligence Community on major and
difficult planning and programming issues. Daily contact is required with
personnel in a wide variety of Agency elements with having mission-related
activities and occasionally with operating personnel within the
Intelligence Community. Purpose of contacts is to resolve non-routine
planning and financial problems affecting the overall activities of the
element. At this level the in***bent must be able to persuade or influence
others to gain concurrence on major issues that affect the CFE management
and control. Is responsible for the effective use of assigned personnel
and for the technical soundness and quality of work supervised. Provides
for all of the normal personnel and administrative functions for CAG.
*****ses, prioritizes, and assigns work to be done by subordinates in
alignment with FE guidelines. Establishes, defines, and communicates work
objectives, standards and performance expectations aligned to mission and
customer requirements to subordinates. Provides routine, accurate and
objective feedback and *****sments of job performance, and balances
subordinates? professional development with mission needs. Delegates
appropriate authority and responsibility to teams and individuals.
Regularly recognizes and rewards individual and team accomplishments in a
fair and equitable manner. Devises and implements practical plans to
address knowledge or skill gaps in the work unit. Forecasts and
prioritizes long and short-term resources required to sup****t the units
mission and customer requirements in a cost effective manner. Establishes
plans of action for accompli****ng the work with goals, timelines,
milestones, and deadlines for specific objectives. Adjusts priorities and
resources in response to changes to achieve objectives. Solicits input
regarding current state and suggestions for change; re****ts progress on
accomplishments and resource utilization; and reviews, approves and
recommends adjustment to metrics. Uses the DIA programming and budget
databases (iRMIS, RMIS, FORSES, CIMT) to extract data, develop re****ts,
and analyze resources. Uses automated spreadsheets (e.g., Microsoft Excel)
to depict resource profiles and develop funding alternatives. Required
Skills ***Applicants must hold an active Top Secret clearance in order to
be considered for this position*** Required Experience BS Degree and 10-12
yrs experience.

Highly Desired *****sment Factors: 1. Expertise assignments in one or more
intelligence fields (IMINT, SIGINT, HUMINT, or MASINT) collection
management; current, economic, S&T, regional or general intelligence
analysis. 2. Knowledge of the major issues confronting the defense
intelligence community. 3. Knowledge of developing, using, &
