Manager- Public Policy Planning/Development- Fixed Duration Employee
Public Policy Planning and Development (PPP&D) is a dynamic work
environment that focuses on critical public policy issues related to
Lillys business. PPP&D provides policy analysis and strategic
direction, and advises internal decision makers and business partners,
public authorities, and other relevant stakeholders regarding the
preferred course of action to improve Lillys business operations. The
manager will lead policy engagement in sup****t of Federal Affairs advocacy
efforts to address the issues of the uninsured. This effort will complement
policy development efforts at Cor****ate Center, but will also be
responsible for building a national network, developing outreach programs,
and engaging with third parties to shape the health care debate around the
issue of the uninsured. Successful engagement in the policy arena will
strategically position Lilly to participate in key policy forums to help
shape and succeed in the U.S. political environment. This position is
envisioned as a two-year appointment but it may be extended justified by
business needs.This position is not permanent. It is for a fixed duration
of up to 2.5 years. KEY OBJECTIVES/DELIVERABLES:
* Uninsured network development: develop a network of key policy opinion
leaders, academic leaders and think tanks scholars, and coalitions engaged
in the health care reform debate. Use account management tools to identify
goals and objectives for each of the key stakeholders * Programming:
develop seminars and outreach programs aligned with the Lilly Brand and
specific to the needs of the most im****tant stakeholders. Develop metrics
for these programs and deliver them * Project leader****p: deliver on
special projects that integrate cor****ate affairs and business partners
leading to a recommended course of action including implementation plans *
Special projects vary * Senior management sup****t: supervise and/or produce
senior management and Board level briefing materials, respond to special
requests * Compliance: meet company and component compliance objectives,
provide leader****p within department regarding compliance, and sup****t
building company culture of compliance. MINIMUM REQUIREMENTS:
* Masters Degree * Two or more years of relevant work experience in health
care politics, health care public policy, and/or applied policy * Writing
samples are required * Qualified candidates must be legally authorized to
be employed in the United States. Eli Lilly and Company does not
anticipate providing sponsor****p for employment visa status (e.g., H-1B or
TN status) for this employment position. ADDITIONAL SKILLS/PREFERENCES:
* Previous work experience in health care politics, health care public
policy, and/or applied policy in the Wa****ngton DC area, preferred * Law
Degree or Masters Degree in a health care related field including Masters
in Public Health or Masters in Public Administration are strongly
preferred * Effective leader****p skills * Demonstrated capability to
strategically and critically analyze policy and legislative proposals from
multiple points of view and craft most effective arguments either for or
against a proposal based on companys position * Demonstrated ability to
create internal networks, to develop the business case for project
proposals, and to influence internal audiences * Demonstrated ability to
build strong relation****ps with internal and external customers *
Demonstrated project management skills * Excellent oral presentation and
