Requirements:
Provide project management and technical sup****t to the Electronic Warfare
(EW) Project Managers. Perform in a principle role of interfacing between
the Submarine Program Office and various stakeholders, including resource
sponsors (OPNAV), technical/design agents (field activities, test
facilities, vendors), Program Executive Officer (PEO) staffs, and
intelligence agencies. Review of technical and project do***entation,
identification of issues, and formulation of solutions. Attend meetings in
sup****t of the Program Office to provide subject matter expertise, capture
meeting minutes and action items, and interface directly with program
stakeholders Develop acquisition strategy recommendations and
do***entation including Acquistion Plans (APs), Sole Source Justification
letters, and briefings Analyze financial and procurement development plans
Track project task budgets Prepare and review contract modification
do***entation including Statements of Work (SOW), Procurement Requests
(PRs) Evaluate vendor contractor proposals for hardware and services and
prepare Technical Advisory Re****ts (TARs) Maintain and track project
action items Required travel: Up to 25%
REQUIRED Skills/Education/Certifications: Ability to obtain TOP SECRET /
SCI security clearance. Understanding of the Department of Defense (DoD),
specifically the U.S. Navy organization and functional missions.
Communicate, conceptualize, and present thoughts, ideas and plans by
written and oral means. Interact effectively with customers, partners, and
associates at all levels. Manage time and schedule to sup****t multiple
projects and a demanding workload. Must be a proactive self-starter High
proficiency with Microsoft Office, especially Microsoft Outlook, Excel,
Word and Power Point. BachelorÂs degree in Management,
Engineering, or technical area, and five (5) or more years experience in
program sup****t, systems analysis or systems engineering.
DESIRED Skills/Education/Experience: Former DoD (especially Navy)
experience highly desirable (military or civilian). Familiarity with
Electronic Warfare (EW), Electronic Sup****t (ES), or Electronic Sup****t
Measures (ESM) systems. Understanding of the DoD acquisition process and
the PPBE (Planning Programming, Budgeting, Execution) system, including
courses from the Defense Acquisition University (DAU). Familiarity with
Submarine Programs. Experience preparing and maintaining program budgets
in excess of $1 Million.
