Performs work under the general supervision of the Manager
Substation Technical Sup****t. Supervision Given: Supervises
professional, technical, bargaining unit, administrative staff
and/or contract personnel engaged in substation protection and
telecommunications activities. May supervise by job skill
classification and/or by geographic region. Position
Summary/Accountabilities: Manages basic to complex construction,
testing, operations, and maintenance of substation, SCADA
systems, system protection, and telecommunications equipment.
Responsible for managing assigned technical personnel, materials,
vehicles, tools and equipment. Coordinates emergency response
work. Job Functions: Leads in the testing, commissioning and
maintaining protective relays. Leads in the commissioning and
maintaining supervisory control and data acquisition (SCADA)
equipment in substations and backbone telecommunications systems.
Responds to electrical system emergencies on a 24-hour basis to
assist the system control center(s). Assists in department
budget preparation, managing budget to actual variances, and
managing process for maximum asset utilization and productivity.
Assists in capital project planning. Coordinates work schedules
with Substation Project Managers and Substation Construction &
Maintenance Managers. Prioritizes work and develops work
assignment schedules for Substation Technical Sup****t to optimize
resources. Directs the activities of assigned System Technicians
and Telecom Technicians. Provides technical expertise and
resources in sup****t of Value Added Products and Services (VAPS)
work. Maintains a close working relation****p with System
Protection and Telecommunications to ensure the free flow of
technical information between Engineering and field personnel.
Provides technical assistance to the Substation Maintenance
Organization. Consults with various operating group
representatives to identify process improvement op****tunities and
promote a service partner****p linkage to sup****t their needs.
Interfaces with operating group representatives on cross
functional project teams. Develops and tracks measures of
protection system performance and initiates changes in work
processes to improve performance. Participates in the development
of training and certification programs for bargaining and
non-bargaining employees. Responsible for maintaining a safe and
qualified well trained workforce. Performs training and
coordinates training as appropriate. Clearly communicates goals,
objectives, and expectations. Provides leader****p, direction,
development and motivation to the Substation Technical Sup****t
Organization. Develops and models an environment of teamwork and
empowers employees through the effective use of leader****p
practices and principles. Ensure proper implementation of work
rules per labor agreement. Involved
