STATEMENT OF WORK
Senior Telecommunication Analyst
GENERAL DESCRIPTION
The Information Technology Services Branch (ITSB) of Public Works and
Government Services Canada (PWGSC) has requested Business Planning,
Program
Management and Re****ting Directorate to develop a 5 year Strategic Plan
for
the Branch.
This strategic plan will address both the internal (CIO) and external
(Shared Services) strategic priorities of the Branch.
6 key elements have been selected as the initial focus on for this
deliverable. These 6 elements are: Mission, Vision, Values, Culture,
Marketing and Branding. Delivery date for the final draft is September
15,
2008.
This requirement is to fully develop these six key elements along with the
development of all other respected elements required in a forward looking
Strategic plan.
Numerous sectors will need to be consulted to ensure respective
information
is captured and integrated into the overarching plan.
Workload will include the gathering of research material (both internal
and/or external), distilling relevant information and consolidating all
into
one cohesive 5 year Strategic Plan.
The requirement will include the need to position the 6 key elements
within
the context of Industry best practices, whilst relating to the strategies
identified in the ITSB business plan for 2008/2009.
There will also be a requirement to periodically provide advice and
guidance
to executives and the sector management team on the risks and impact of
specific strategic planning decisions, priorities, results, and
requirements.
SPECIFIC REQUIREMENTS
The following are descriptions of more specific activities that will fall
within the scope of this requirement.
The creation of the initial draft of the 5 year Strategic Plan.
This will involve discussions with Sector heads and/or related persons of
responsibility for the delivery of their strategic plan input/s.
Including
the review of relevant materials, business and sector plans and other
related do***entation.
Re****t to the Manager of Policy, Governance and Executive Services.
Re****ting to the Manager of Policy, Governance and Executive Services,
will
provide sup****t and advice on strategic business planning knowledge and
expertise, when requested.
DELIVERABLES
A preliminary plan outlining process and milestones will be due on 20 May
2008.
The first draft of the Strategic plan is due on 7 July 2008.
The Final version of the 5 year Strategic plan is due no later than 15
September 2008
The expected duration of this project is 45 days.
It should be noted that some elements of this assignment will either be of
an intangible nature, or are not easily defined in advance. A small part
of
this assignment will involve providing strategic advice to the Senior
Executive Management, Directors and Managers.
SCOPE
The scope of this contract will include all of the necessary research,
interviews, analysis, consultation, composition, proofreading and
presentation of materials and recommendations as necessary, to be signed
off
by the contract authority.
EXPERIENCE
A Senior level technical IT professional will require the following
experience:
· a minimum of 15 years in the Information Technology (IT) field
· experience as a project planner in the IT field
· extensive experience in the preparation of formal do***entation
such as business cases, project charters, business, financial and
strategic
plans and TB submissions
· experience in both the private and public sector
· experience setting up management frameworks
· ability to research/gather/assemble complex client requirements
(both technical and business) in various lines of business, glean out the
salient points in order to prepare a comprehensive yet simple view of the
information gathered in a clear and concise do***ent
· experience advising senior level Executives
· excellent written, oral and presentation skills
· sound judgement skills and ability to negotiate
· ability to work well under extreme pressure
LANGUAGE
The deliverable will be completed in the English language.
DURATION
Activities will commence on 2 May 2008 with an expected interim
deliverable
on 7 July 2008, with a final deliverable due on 15 September 2008. For a
total of 45 days.
