Associate Civil Engineer
HIGHLAND, CA
Salary: $30 - 37 / Hourly

~ ~ ~ ~ ~ ~ ~ ~ ~ ~ ~
Under general direction of the District Engineer; performs a
variety of professional level engineering functions including
systems planning, data compilation and the preparation of
designs, plans, details, and estimates for the construction,
alteration, repair and maintenance of District facilities that
are related to water production, water treatment, water quality
control, water distribution and sewage collection systems.
Perform related work and duties as required.
Examples of Duties:
Review project designs and submittals for District facilities
prepared by outside contractors and engineers; review utility
plans for compliance to District standards and practices.
Research and analyze new developments to determine impact on
District facilities and prepare, review and verify legal
descriptions for annexations, easements and grant deeds.
Develops and recommends programs, related to water systems
planning, engineering, water production, water quality control,
pipeline maintenance and construction.
Develop and review short and long-range plans for the expansion
of the water distribution and wastewater collections systems.
Serve as project engineer for approved engineering projects;
prepare plans, specification, and cost estimates; coordinate
project activities with consultants, engineers, contractors, and
other District departments.
Assist with contract administration; assist in the review and
updating of the District's design and construction standards.
Review and analyze the hydraulic operations of the District's
water distribution system.
Prepare various studies and re****ts on environmental *****sment
and impact do***ents.
Assist engineering staff in technical and administrative
matters.
Prepare water service agreements for developers.
Perform limited property surveys and differential leveling.
Assist customer service staff by providing technical information
to customers.
Plans and assigns priorities to engineering projects and studies.
Reviews and analyzes findings of engineering studies and makes
recommendations for water system, water treatment, and sewer
system Reviews and analyzes system operations data to recommend
operational changes to effect improvements.
Studies and recommends the activities involved in assuring the
quality, safety and adequate supply of water throughout the
District's water production and distribution system.
Operates District vehicles.
Performs related work as required.
Knowledge of:
Water production, treatment and distribution systems including
their design, operation, maintenance, equipment and related
material.
Wastewater collection systems.
Civil engineering principles and practices.
Engineering economics.
State, County, City, Utility and Department law, regulations,
policies and organizational relation****ps.
Public relations techniques.
Ability to:
Apply engineering principles and practices to the solution of
specific engineering problems within a water and sewer service
utility.
Interpret and analyze technical information and make independent
judgments.
Exercise tact and deal effectively with officials and
representatives of other jurisdictions, departments and the
general public.
Exercise judgment and discretion in applying and interpreting
departmental policies and practices.
Trains co-workers in the principles of engineering.
Operate a vehicle observing legal and defensive driving
practices.
Understand and carry out oral and written instructions.
Establish and maintain effective relation****ps with those
contacted in the course of work.

Bachelor's degree from an accredited college or university with a
major in Civil Engineering.
Four years of progressively responsible engineering experience,
of which at least three years must be water related.
Grade III State Department of Health Services Water Treatment
Operator's Certificate and Grade III American Water Works
Association water Distribution Operator Certificate is required.
Possession of a valid and appropriate California driver's license
is required.
