open, but ideally targeting $150-160K.


Senior Enterprise Project Manager - SAP

Description:

The Ministry of Small Business and Revenue is responsible for tax
administration and collection, including income, consumption resource,
property and other taxes, and is taking on a broad set of responsibilities
for other government revenue and accounts receivable activities.

The Program Office within  Advanced Solutions is responsible for program
and
project oversight for key projects delivered for the Ministry of Small
Business and Revenue and/or EAS.

Responsibilities:

To provide quality project management, for critical Enterprise Software
projects, through all phases of the Project Management lifecycle to ensure
successful delivery.

The position is responsible to ensure the delivery of projects and must
have
in depth knowledge relating to project management, enterprise software
solutions and change management. The projects will be large and complex
and
often involving multiple stakeholders.  Projects are delivered in a
complex
technical environment and have significant impacts on business models and
processes. Project teams will vary in size but are typically between 20
and
80 team members. Depending on need, may manage several smaller related
projects in a program management setting.

The Project Manager uses exceptional organizational and communications
skills to track, do***ent and re****t project status and results to project
managers, team members, management and other stakeholders. The position
provides leader****p, consulting, change management, vendor and partner
integration, and problem resolution for key enterprise projects and
promotes
and sup****ts project management methodology, practices and procedures to
every level of the organization.

Accountabilities/Deliverables:

Project and Program Management duties include:

o initiate/plan strategic enterprise software projects and identify/define
strategies and processes necessary to facilitate and complete business
case
analysis and feasibility studies;
o plan, direct, and co-ordinate cross-functional team's activities to
manage
and implement project and/or interrelated Programs from contract/proposal
initiation to final operational stage;
o function as the single point of contact for planning and execution
integration between all participating partners (vendor and partner
integration);
o meet with customers to review project/program scope/progress, resolve
issues and risks;
o ensure adherence to legally binding requirements and customer's
long-term
strategic goals;
o work directly with client to devise and implement an organizational
change
management plan and approach;
o identify and assemble the appropriate blend of resources to meet
project/program needs and requirements, including sub-contractor
selection.
Plans, schedules, monitor and re****ts on activities related to the
project/program;
o lead staff (and partners) in the development of project specific
business
plans. incor****ating cost-benefit and risk analysis, technical
requirements,
resource needs, timelines, and cost estimates; analyze and propose
solutions
to potentially problematic technical issues compatible to both Program
needs
and Ministry objectives, policies, and practices affecting centralized
re****ting and information sharing; and, coordinate preparation of business
case collateral;
o customize, evaluate, and recommend standards appropriate topolicies and
objectives as they pertain to new technologies affecting acquisition and
use
of hardware/software and related needs;
o provide sup****t required to assemble project teams, define member roles
and responsibility, establish individual and collective performance
expectations, and identify project milestones and deliverables;
o render advice and, as required, analysis to the senior leader****p team
as
necessary to ensure projects are following approved specifications,
timelines and costs; recommend corrective or alternative action, as
necessary; and, investigate/evaluate requests for needs contemplating
changes to the scope, design, etc. for approved projects;
o review project deliverables; monitor/review quality assurance testing
procedures; ensure project implementation adheres to centralized standards
concerned with data security and information shareability; and, provide
sup****t to post implementation reviews including development of
do***entation, user training, etc.;
o determines, monitors, and reviews all project/program activities and
economics to include costs, operational budgets, staffing requirements,
sub-contractors, resources, and risk;
o formulate contingency plans to address schedule revisions, risk, fund
allocations, and work requirements;
o lead the project team(s) in determining client requirements and
translating requirements into operational plans.  Ensure adherence to
legally binding requirements and client's long-term goals;
o facilitate the creation of communication plans, ensuring that
appropriate
information is exchanged among key stakeholders and team members;
o work with senior management on project/program proposals, bids,
contracts,
estimates, and schedules;
o mentor and train the customer and/or vendor in Project Management
methods,
procedures, and activities;
o coach and counsel members of cross-functional teams to accomplish
project/program goals, to meet established schedules, and resolve
technical
issues;
o maintain awareness of emerging technologies and Project/Program
Management
techniques especially in enterprise software deployment;
o formulate contingency plans to address schedule revisions, risk, fund
allocations, and work requirements.

SELECTION CRITERIA

Education, Experience and Training Requirements

o Post secondary degree in computer sciences and 10 years of experience in
project management focused on IT or Business Transformation fields
o At least 3 years experience in Enterprise Software deployment (ex. SAP,
Oracle, PeopleSoft, JD Edwards) SAP preferred  PSCD module a plus

Knowledge, Skills, and Abilities

o Ability to lead large diverse teams in a multi-vendor environment
o Working knowledge of collections/debt management and/or accounting and
finance functions
o In depth knowledge of managing projects deploying enterprise software
solutions such as SAP, JD Edwards, PeopleSoft, etc.
o Knowledge and proven application of formal project  management
methodologies, processes, and tools.
o Knowledge and proven application of program management techniques for
large organizations.
o Knowledge of software development life cycles and their use enterprise
software and Infrastructure solutions.
o Excellent interpersonal, oral and written, communication and
presentation
skills.
o Strong organizational skills.
o Ability to multi-task, work under pressure, meet deadlines and
effectively
prioritize.
o Supervisory and leader****p skills.
o Ability to establish strong and effective working relation****ps with all
levels of management and participate as an effective manager.
o Knowledge of organizational change management.
o Knowledge of industry frameworks and models such as CMMi, PMBOK, and
ITIL.
